Policy 201.1 - District Management

I. PURPOSE

The care, management and control of the schools is vested by statutory and constitutional authority in the School Board. The purpose of this policy is to define the role of the School Board and the Superintendent in managing the Minnetonka School District.

II. GENERAL STATEMENT OF POLICY

1.0     Board policies should be based upon recognition of principles of school district control and management.

1.1 The Board formulates policies for the general management of the District.

1.2 The Board delegates in writing to the Superintendent administrative duties and responsibilities necessary for carrying out its policies, and should hold the Superintendent accountable.

1.3 The Board holds the Superintendent responsible for furnishing information necessary for the Board's final evaluation of the District programs, services and operations.

2.0    The power and authority of the Board to act is set forth in state statutes.

2.1 A majority of voting members of the Board shall constitute a quorum for transacting official business of the District.

2.2 No contract shall be made or authorized, except at a regular meeting of the Board or at a special meeting at which all members are present or of which all members have had notice. Special meetings may be called by the Chair or Clerk or any three members upon notice to each member at least three days prior thereto.

2.3 The Board may look to any one or more of its members for their opinions on any subject brought before the Board for decision.
 

3.0 The Superintendent is an ex officio member of the Board but is not entitled to vote on official matters brought before it.

3.1 Rules and regulations developed by the Superintendent must reflect Board policy and are the criteria for implementing policy.

3.2 Rules and regulations developed by the Superintendent are subject to the review of the Board and those which are put into the minutes of the Board are not to be modified except with the consent of the Board.
